Google itself distinguishes between Google Updater (Google Updater.exe) which is installed during the installation of Google Pack and Google Earth, and Google Update (Google Update.exe) which is a component of the Chrome browser and Google Earth.

The Chrome browser is without doubt the most prominent example but there are other tools like Google Earth that may also install the plugin on the system.
